The United Nations Convention on the Rights of Persons with Disabilities (CRPD) is an international treaty that establishes that persons with disabilities have the same human rights as everyone else. Article 9 of the Convention deals specifically with accessibility and requires States to ensure access to information and communication technologies. The CRPD provides the legal basis for much of the EU accessibility legislation, including the EAA and the Web Accessibility Directive. Sweden ratified the Convention in 2008 and is thus committed to ensuring digital accessibility as a human right. The Convention stresses the importance of universal design, reasonable adaptation and the ability of persons with disabilities to live independently and participate fully in society. This includes the right to access information and services online on the same terms as others.
